How it is calculated

Official values, brought to today.

Construction starts from the Ministry of Finance's official unit values, the table every municipality uses to value buildings [1]. They are priced at March 2023 and brought to today the way Hacienda updates its own manual, with INEC's construction price index and the minimum wage [2, 3]. The official values leave out the builder's profit and administration, so 12% is added, the share detailed Costa Rican budgets carry [5]. Dollars are at the Central Bank's selling rate of ₡457.80 on 7 October 2026 [4].

Finish levels follow Hacienda's own building types. A house with a standard finish spans types VC05 to VC07, high VC07 to VC08 and luxury VC08 to VC09; a hotel spans HT01 to HT05. These are houses designed by an architect. A typical local house (VC01 to VC04) costs much less, one reason published figures for building in Costa Rica vary so widely. A rental villa is priced as a house plus furniture at US$200 to 300 a m² [6].

Regions scale the official values to the prices builders publish: Guanacaste by 1.08, the Nicoya Peninsula by 1.15 and the South Pacific by 0.93 [6]. Elsewhere the national values stand. A gentle slope adds 10 to 15% to the building and a steep one 20 to 30% [7]. Pools are priced by the square metre of shell, as Hacienda prices them: a 30 m² pool with tile comes to about US$33,000, inside the US$15,000 to 40,000 builders quote [1, 13].

Design and technical direction are counted at the CFIA minimum, 6% and 5% of construction [8, 9, 15]. Many studios charge more, and fees in all run 9 to 15% [6]. Permits add 1% for the municipality, 0.265% for the CFIA and about 1.3% for the INS work insurance [10, 11]. Construction and professional services pay 13% VAT [12]. The reserve is 5 to 10% [14].

Time: design grows with the size of the building; permits take 3 to 6 months, two more where SETENA applies; works take 6 to 10 months for a well-run house and longer for large or luxury buildings [6, 14].
